Identification and declaration of core roads under Connect PNG transport infrastructure development program 2020-2040

A single undivided road network on the mainland of PNG - the Trans Papua New Guinea Highway Corridor linking agricultural rich areas of Highlands, the Momase Regions and the Port Moresby the nation’s commercial center, and the Southern Provinces of Gulf, Milne Bay and Northern Provinces.

A single road Highway Corridor in the respective island provinces of Manus, New Ireland, West and East New Britain and the Autonomous Region of Bougainville.

The Department of Works in close collaboration with the Department of National Planning and Monitoring (DNPM), has objectively evaluated the national road network (NRN) development strategy priorities and identified core national road links and rural roads that can maximize the overall improved road network effects and impacts on the economy. And also contribute to national cohesion and unity through opening up of the major inter-regional connectivity roads. Strong consideration has been given to the poor condition of the rural feeder roads connecting rural centers to the main road network, which for many years has been providing substandard accessibility to markets and the unequal land transport access across the country, hampering the development of PNG’s true agricultural potential.

The selected road network constitutes priority national highways, provincial trunk roads, and priority missing links that will be integrated into a single strategic national network to increase and bridge the accessibility gaps currently limiting business, trade and investment in PNG. The opening up the new missing links will increase the length of the national network by an additional 2500 km in the next 5 years and also increase rural access by 70%

Implementation Plan

Overall implementation programme will develop and deliver 16,200 km of strategic roads at the cost of K20 Billion on a rolling 20-years program in three (3) phases;

Priority and on-going inter-regional and intra-regional road connectivity projects, covering 1,872km of national roads, 607 km consist of inter-regional links and 1,265 km are inter-regional links.

The main target of this phase is to complete the Trans-Island Highway ( total 175 km) between Bulolo (Morobe) and Malalaua ( Gulf), via Aseki ( Menyama District , Morobe) and Madang-Bayiar, Highlands Highway and Major sections of Momase Highway, by June 2026.

Commencement of inter-regional link (73 km) and 6 intra-regional links, covering 1,635km.

The main objective of this phase is to consolidate inter-regional and improve intraregional links by providing the links to isolated provinces.

Commencement of 847 km of important Intra-regional links in the Border Corridor and New Britain Island.

The objective of this phase is to complete a North-South access along the border with Indonesia to support cross - border trade and national security.

Ongoing Projects

The Government, through the Department of Works and Highways, will continue to implement the balance of contracts worth K2.3 billion for the following projects:

  1. Highlands Highway rehabilitation and long term maintenance with an approved K300 million worth of additional scope of work to stabilize landslip sections and apply road stabilization technology to build a durable and long lasting road network with less maintenance giving long life.

  2. EIB Funded Construction and replacement of 6 new bridges along Ramu-Madang Highway and another 4 bridges along the Sepik Highway including the much talked about Hawaiian Bridge for K165 million.

  3. Hiritano Highway-Rehabilitation and Long Term Performance Based Maintenance of 120 km section from Brown River with an additional K8 million being approved to extend the work all the way to Laloki Bridge and connect It with the 4 Lane from 9mile to Laloki Bridge.

  4. Upgrading and Asphalting to 4 lane standard road through Extension of the Port Moresby City Roads for K300 million including from 9 mile Round About to 17 Mile towards Sogeri, and also from 9 Mile to Laloki Bridge along the Hiritano Highway. Project funded by the National Government and Implemented by NCDC. Physical Progress Is at 45%.

  5. Missing Link Construction from Tabubil Telefomin connecting Western Province to the greater West Sepik Region for K145 million. 24 km more to go before connecting Telefomin for the first time after 40 years of Independence.

  6.  Construction of Finschaffen Highway (Missing Link) to Lae at K300 million. Physical progress at 10% and is expected to reach Lae by 2024.

  7.  Lae City Roads- Stabilization and concreting of remaining 20 km sections of arterial roads to complete the total 70 km from the ongoing Lae City 10 years program for K 50 million.

  8. Additional Projects for Hiritano Highway- Rehabilitation and Upgrading of Epo to Kerema Section- 10km under World Bank supported funding of K45 million.

  9. Additional Projects for Madang Coastal Highway- Rehabilitation and Upgrading of Bogia to Awar under World Bank Funding ofK45 million.

  10. Gulf-SHP-Hela Missing Link- Upgrading and sealing from Kagua End and Construction of 14km Erave to Samberigi link- Pioneering works completed. Sealing works are progressing towards Sumbura and are expected to reach Erave by 2021 for K140 million.

  11. Sepik Highway-Vanimo to Aitape missing link already opened for traffic to standard two-wheel road and will be later upgraded and sealed to standard 2 lane highway including major bridge replacement program as part of the ongoing upgrading works from Wewak to Vanimo under connect PNG.

  12.  Lae Nadzab- Section 2A from 9mile to Yalu - 80 % completed to standard 4 lane Highway with stabilized base and 40mm asphalt treatment for K 120 million and to be completed by December 2021.

  13. Autonomous Region of Bougainville - Kieta-Toimonapu Highway - Upgrading and sealing to standard 2 lane highway for K 160 million and 67% physically and financially completed.

  14.  Autonomous Region of Bougainville-Toimonapu to Buin Section - Upgrading and Sealing to standard 2 lane highway for K230 million. The project is 40% physically and financially completed.

  15. Autonomous Region of Bougainville-Hagus to Pitono Section of the Bougainville Highway upgrading and sealing for K49 million and to be completed in October 2021.

  16.  Mendi -Tari Section of the Highland.s Highway-Upgrading and sealing to a standard 2 lane highway into 2 major sections for K470 million. Contractors have been established on site and preliminary works have started.

  17. Replacement of 2000 meters of rural bridges on all the provincial and distort roads throughout the country on a 5-year program contract -K200 million. More than half of the bridges have been funded and delivered.

  18.  In addition, there are more than 150 minor works and long term contracts in progress on all highways, major towns and cities around the country for K120 million.

Additional Projects In the PipeLine

In addition to the ongoing projects, the Marape/Basil Government has procured more than K2.0 billion worth of major projects ready for contracts to be awarded and work to commence in the last quarter of 2021 and first quarter of 2022.

  1. Highlands Highway SHHIP Tranche 2-Bridge Replacement Program worth Kl billion at final evaluation stage.

  2. Lae-Nadzab Stage 28 and 2C - upgrading and asphalt to 41ane standard from Yalu Bridge to Nadzab worth and Yalu Bridge reconstruction to 4-lane for K379 million. 

  3. Sepik Coastal Highway-design and construction of 40km Section at K146 million.

  4. Ramu-Madang Highway-design and construction of 40km Section at K134 million. 

  5. Manus Highway-design and construction of a 30 km Section at K99 million. 

  6. Magi Highway-performance based long term maintenance of 148 km at K78 million.

  7. Magi Highway-design and construction of 52 km at K213 million. 

  8. Magi Highway-long term maintenance from Goilanai Bridge to Gaidaisu (127 km) for K 38 million. 

  9. New Britain Highway (2 Sections) -design and construction of 70 km at Kl 70 million.

  10. Northern Highway and Kokoda -long term maintenance from Babaru to Airport Junction (163 km) for K51 million. 

  11. Boluminsky Highway -long term maintenance from Kavieng to Namatanai (265 km) for K50.9 million.
